change laws to protect more animal from abuse

its about time laws were changed to protect animals. horrific abuse goes on every day.its time goverment stood in to help .if i can get enough signatures i plan on sending this to parliment .i propose they bring back licences for all pets compulsory microchips and regular vet checks .that way animal can always be traced when found dumped .starved or even killed .if someone rehomes a pet it should b there responsiability to make sure the new owner has the microchip changed into their name.
