Share the burden of commuter parking across Marshalswick South and Clarence Wards fairly

This Ill conceived parking scheme will place an unduly heavy burden for commuter parking on the street I live on. I would like to see this proposal abandoned and something that focuses on taxpayers needs, who live on these streets, instead.

Matthew Durkin (St Albans, 2020-09-14)

#4

Since lockdown our road has become a safer, slower road with access for parking near our house.

This has already started increasing since the easing of guidelines - so people commuting via St Albans Station. By putting the existing proposal in place we would be worse off that prior to lockdown. We have 3 children - it was dangerous crossing the road outside our house. It was completely congested so blind driving off our drive. No visitors or trades had spaces to park near our house.

Karen Snook (St Albans, 2020-09-14)

#7

The current proposals are not fair and balanced.

Hilary Tyrrell (St. Albans, 2020-09-14)

#10

I am in full support of this petition

Ellis Glickman (St Albans, 2020-09-14)

#11

The proposal is wrong

Andrew Donachie (St Albans , 2020-09-14)

#15

The current parking scheme is grossly unfair and unacceptable to the residents of Lancaster Road .Commuter parking must be shared with all other roads.

Julia Matthew (St Albans, 2020-09-14)

#16

We need parking restrictions that suit the residents.

James McAvoy (St. Albans, 2020-09-14)

#17

I think the proposed scheme is very unfair to residents as commuters will take all the parking spaces especially at the Sandpit Road end of Lancaster Road as the cost is so much less than the station car park. Commuter parking should be shared fairly throughout all roads near the station.

Judith Jackson (St Albans , 2020-09-14)

#18

The current proposal parking scheme is unacceptable.

Graham Matthew (St.Albans, 2020-09-14)

#19

Lancaster road is currently too busy and unsafe for residents and families to use. A better, safer solution needs to be found to address commuter parking and the mixed use of the road with a nursery at one end, and also it being used as a cut through. Speed is also an issue.

Paul Ashley (St Albans , 2020-09-14)

#21

I’m in complete agreement with the approach being taken by the residents of our street. We need a proportionate outcome and not what is currently in place which is a disproportionate response to an issue that can be solved were commuters to use the car park that is provided for their purpose. The extreme cost of parking is not an issue that should be solved by punishing local residents who pay a premium for a street that has drives. The council need to solve the underlying issue of the multi story car park cost - not keep pushing the problem further out. Solve it once and for all...don’t keep keep referring solving the bigger problem

Matthew Bullock (St Albans, 2020-09-14)

#25

I am shocked by the proposals to have yellow lines & pay to park along my road more or less turning it into a station car park. I’m horrified that outside my house, opposite Battlefield Rd turning they are proposing to put double yellow lines across 8 houses, thus removing 15 parking spaces. I have lived here for over 20 yrs & find this completely unnecessary as there has never been a problem on this stretch of rd, it is just going to make the parking situation even worse!

Maria Elward (St Albans , 2020-09-14)

#26

Unreasonable parking restrictions
Each street should be treated the same
It’s obvious that the problem is people parking To avoid paying station prices
Council need to provide more cheaper parking
Stop moving the problem on to other streets

Lyndsay Lynch (St Albans, 2020-09-14)

#27

Because parking on Lancaster Road is awful from commuters, it makes the road dangerous.

Hannah Hope (St Albans , 2020-09-14)

#28

The need for parity not only with Clarence ward but also Cunningham ward

William Ractliffe (St Albans, 2020-09-14)

#29

There is no way that the current proposals are equitable. The parking regulations for the ladder roads have to be changed however difficult that may be.

Francois Barnard (St Albans, 2020-09-14)

#30

The proposed parking changes on the road would create havoc, especially for us elderly drivers.
I propose restricted parking for residents only between 11am and 1pm

Sindhu Mathew (St Albans, 2020-09-14)

#31

We recognise that there is an apparent need for commuter parking beyond the station car parks. However, to designate our road as effectively an overspill commuter car park, with no spaces allocated for residents' parking, seems quite ridiculous. It is also distinctly unfair, as we are bearing a burden that roads closer to the station haven't had to, as they are fortunate enough to have residents only parking already allocated.

Lori Meakin (ST. ALBANS, 2020-09-14)

#32

I agree with this petition but, in addition, I question the need for commuters to use residential areas to park at all. There is plenty of car park capacity not being used in St Albans.

Caroline Lowe (St Albans, 2020-09-14)

#33

The shared parking requirement for commuters need to be equally distributed amongst all the ladder roads accordingly.

Gilly Maskatiya (St Albans, 2020-09-14)

#34

Parking, traffic and commuting is a face of urban life. The revised proposals, however, are not fair and equitable. The brunt of open commuter parking is borne by some streets in Marshalswick South where as others enjoy the protection of resident only parking. The lack of logic and clarity is concerning. The proposals need further revision to create a fair solution across all wards.

Eoin Lyons (St Albans, 2020-09-14)

#35

I believe it’s deeply unfair to not share the burden of commuter parking across the wards fairly and consistently. Why do Clarence Ward not have the same proposals applied to them.

Alison Williams (St Albans, 2020-09-14)

#36

Commuters should be using car parking provision at the stations not on residential roads. Any parking scheme considered necessary must be introduced with parity across all roads.

Emma Hostler (St albans, 2020-09-14)

#39

The current proposals are so unfair it’s almost impossible to believe they’re for real. There is no justifiable reason why Clarence ward should almost entirely be commuter free whereas MS is turned into a commuter car park, with the rest of the road being covered with unnecessarily draconian single yellow lines. If St Albans council for some reason believes that it is our duty to accommodate commuters on our residential roads (when they have chosen not to park in a car park) then clearly the burden should be spread out and not in reality be limited to a few residential roads, therefore unfairly impacting their lives.

Lizzi Hodgkinson (St Albans , 2020-09-14)

#40

I am a resident of Lancaster Road and believe that the current parking proposals are unfair and ill conceived. The current proposals, to which I strongly object, will leave the residents of Lancaster Road and their visitors with insufficient parking spaces.

Faye Bennett (St Albans, 2020-09-14)

#45

I agree with this petition but, in addition, I question the need for commuters to use residential areas to park at all. There is plenty of car park capacity not being used in St Albans station

Keith Mendez (St Albans , 2020-09-14)

#50

In addition to the above, I consider that commuters should use the spare capacity at the station. Lancaster Road parking should be residents only. Mark parking bays so residents can drive out of their driveways safely.

Trevor Hones (St Albans, 2020-09-14)

#51

Pushing the problem of commuter parking further out doesn’t solve the problem and allows adjacent roads to be free of congestion while we suffer the unsafe nature of the parking.

Lorna Brown (St Albans , 2020-09-14)

#53

We agree with this petition. However, In addition we would point out that commuter parking should be accommodated in public car parks at a reasonable rate. It should not be left to commuters to hunt for parking in surrounding streets in the interests of economy. This might then relieve the situation in local roads.

Pat & Gerald Finch (St Albans, 2020-09-14)

#56

The current proposal is totally unfair . LR Zone roads with off street parking should all be treated the same as MS zone

Julia Williams (St Albans , 2020-09-14)

#62

It is unfair that residents living away from the station are having to bear the brunt of commuter parking when this burden is not shared fairly with Roads much closer to the station.

Jill Crowder (St Albans, 2020-09-14)

#64

Lancaster Road should be for residents only. Commuters should park at the station. There is always room in the overflow car park. You should have a system that also allows residents to exit their driveways safely. Have gaps between car parking bays .

Dorothy Hones (St Albans, 2020-09-14)

#66

The proposals create dangerously congested parking too tight to driveway openings which will lead to serious accidents.

Derek Nash (St Albans, 2020-09-14)

#69

The system is unfair in its rollout across the district. Some roads and streets will be subjected to heavy congestion more so than others. Pushing parking further away from the station and town centre will cause some roads to become unsafe because exiting driveways with obstructing parked cars limits visability.

Patricia Dunn (St Albans, 2020-09-14)

#70

I disagree with the current plans proposed as a viable solution to manage the current parking issues we face on Lancaster Road. Since the introduction of controlled parking in Bernards Heath has resulted in overcrowding driven by increase in commuter parking and compounded further speeding issues. Drivers race to get down the road due to congestion on both sides, making it treacherous to simply cross the road or attempt to enter and exit driveway. Reducing parking and introducing pay and display will not resolve this in-fact can see it exacerbating this and causing additional frustration for the residents of Lancaster road.

Colette Lugar-Mawson (St.Albans, 2020-09-14)

#71

Please keep free parking

Rupinder Sagar (St Albans, 2020-09-14)

#74

I completely object to extension of the Ladder Roads parking scheme.

Cavan McDonald (St Albans, 2020-09-14)

#77

I am concerned about the ladder scheme in Clarence ward has a negative impact on Marshalswick south

Kevin Brothwood (St albans, 2020-09-14)

#81

I consider that The views of residents of Lancaster road have not been considered In making the plans. The council needs to have a strategy that looks at the problem- commuters not the residents.

Shona Hill (St Albans , 2020-09-14)

#85

I want to register my concern about the planned parking restrictions making resident parking difficult competing with commuters.

Heather McAnlis (St Albans, 2020-09-14)

#89

I am signing this because I have reservations about the use of parking spots on Lancaster Road in St Albans for communists and domestic use. I would like the burden of parking to be a shared experience across the City.

Matt Watts (St Albans, 2020-09-15)

#97

Marshalswick South is bearing the brunt of the commuter parking and it needs to be shared equally with Clarence Ward

Catherine Rassool (St Albans, 2020-09-15)

#104

I am signing because I agree entirely with the views expressed in the petition. Commuter parking should be spread evenly across the whole area and not concentrated in one ward.

Edith Preston (St. Albans, 2020-09-16)

#107

The scheme needs to be changed to spread the commuters in a managed way evenly across the area and to put residents first.

Gill Owen (St Albans, 2020-09-16)

#110

Unhappy with current decision council
Made with parking restriction
We need our family and friends to be able to park out side our house all day if required

Jim Lynch (St Albans, 2020-09-16)

#130

I want to see fairness and equal distribution of parking arrangements.

John Telford (St. Albans, 2020-09-16)

#132

The parking proposals disproportionately place a burden on certain roads including Charmouth Rs which will not only mean new single yellow lines but also pay for parking which will clearly serve commuters, leaving nothing for residents. The plan seems like it needs a lot more work to avoid yet again simply moving the problem or fixing one problem only to create another, all the while costing the tax payer more and more.

Ben Breen (St Albans, 2020-09-16)

#133

The parking availability close to my property has been and continues to be adversely affected by the councils changes to parking restrictions across our ward. Planned changes will impact this further, and previous objections have fallen on deaf ears. Please start to look at the bigger picture and consider the impact on residents living on neighbouring roads when changes are made.

Ian Taylor (St Albans, 2020-09-16)

#134

I agree with the petitions

Alan Fox (St Albans , 2020-09-16)

#138

It has become obvious that Clarence Ward has been given unfairly generous treatment from inception of the ladder CPZ which was implemented in incompetent and overzealous manner. Vast swathes of roads like Churchill and Jennings now remain desolate of cars during the day. Rather than fix the problem, the councillors are now compounding it further by means of a similarly OTT scheme for Marshalswick South that will mean Marshalswick South continues to bear the brunt of the parking. What have they got against us? Why are they so keen to treat Clarence ward better than everywhere else?

James Masters (St. Albans, 2020-09-17)

#139

The current proposals are an unjust, unfair and unequal.

Warren Colman (St Albans, 2020-09-17)

#140

Having a CPZ a mile or more from the station seems to be complete overkill, particularly as work and travel pattens have changed to a great extent and all evidence points to less train commuting being the ‘new normal’.

Mark O’Grady (St Albans, 2020-09-17)

#152

I am apposed to people parking outside my house to avoid parking at the station

peter LIPSCOMB (ST. ALBANS, 2020-09-17)

#155

I support this petition and thank the residents of Lancaster Road for putting it forward. The extreme unfairness and inequality of the proposal put forward by the council in this consultation is disheartening. All residents (who are the council tax payers) across the consultation scheme area need to have priority above the St Alban's station commuters. Proposing to preserve the non-terrace housing ladder roads in Clarence Ward, such as Churchill and Sunderland, as "residents only" parking, is completely discriminatory against the proposed roads that are without "residents only" parking, nearly all of which are in Marshalswick South ward. What is even worse is that in the previous consultation, the council seemingly saw the error of their ways in the original implementation in proposing that the non-terraced housing ladder roads would not be "residents only" parking, only to reverse this in the current consultation. Given the impacts of Covid-19 and resultant fall in commuter numbers at the moment, the council should probably defer this consultation completely and then look at it again afresh when the time is right to ensure that it is a fair and equitable scheme to all residents.

Andrew Ellis (St Albans, 2020-09-17)

#156

I do not believe the proposed parking as sent out by the council is fair

#169

I completely agree with this petition – at this time we need to implement a parking scheme to deal with the problems that have occurred. But the current proposal is deeply problematic as stated in this petition.
I also think that the council should be addressing the real problem – parking at the station is exorbitantly expensive. I realise that is not under the council’s control at present but they should be working to solve that problem and I see no sign of that.

Mary Webb (St Albans, 2020-09-18)

#170

I would like to see a fair approach to sharing the burden across Wards.

Rob Shaw (St Albans, 2020-09-18)

#175

The limited scope of the initial consultation has resulted in the displacement of commuter parking to areas with narrower roads. As a consequence there is significant queuing, parking on grass verges, danger to pedestrians crossing, danger to residents emerging from their drives with obstructed views of oncoming traffic, and generally disrupted peace. Meanwhile roads that are much wider and in the area that was included in the original zone, experience no parking by commuters at all.

Amanda Craib (St Albans, 2020-09-19)

#176

The revised parking proposals have changed parking restrictions in several roads (Clarence Ward) notably Churchill Road, Hamilton Road, Sunderland Avenue, Park Avenue, Woodstock Road North to residents parking only. Most houses in these roads have off-street parking and they can tolerate non resident parking (pay by phone). These revised proposals are unfair for residents north of Sandpit Lane as non resident traffic will be forced to park in Marshalswick South. These latest proposals will not give a fair distribution of non-resident parking between Clatence Ward and Marshalswick South.

Steve Burgess (St Albans, 2020-09-19)

#180

I have signed this petition to ask for commuter parking to be shared fairly throughout Marshalswick South and Clarence wards which the current proposals do not achieve. In addition bringing in a 20mph speed limit in these residential roads will provide more safety for residents, walkers, cyclists and motorists. Thank you.

Charlotte Thorp (St Albans , 2020-09-19)

#184

The parking system previously put in by the council has just move the problem to other street including ours. There need to be a complete rethink of the original and proposed plan.

David Lasky (St. Albans, 2020-09-20)

#185

I’m signing because it makes more sense to spread the parking.

Zoe Dunn (St Albans , 2020-09-20)

#189

I'm signing because I believe that the Council and local Councillors should be working with residents from both wards to develop a fair and equitable parking scheme. Up until now it seems that the scheme is very 'one-sided' and this needs to be addressed.

Juliet Lyal (St Albans, 2020-09-21)

#192

I’m signing because the current proposals are poorly thought out and unfair - they will cause myself and other residents increased cost and hassle daily.

Carol Morton (St albans, 2020-09-21)

#196

I'm signing because the parking restrictions and proposals don't solve the problem they just move it on to another Street, creating very dangerous roads to walk and cycle on. I would like to see consideration be given to making the multi-storey or town centre car parks a more attractive option for commuters... Or some sort of park and ride scheme maybe?

Rachel White (St Alban's, 2020-09-21)

#197

What’s proposed isn’t even close to achieving what’s required or equitable, and in fact will make matters worse!

Simon Logie (St Albans, 2020-09-21)

#199

Being in Marshalswick South and on the very edge of the CPZ, on week days we now suffer severely with parking of non-neighbours all around us. This is compounded by the large number of cars dropping-off and picking-up from two local schools, much of which previously also use roads that are now in the CPZ & so have been forced to use our road. The commuters generally get here first, often resulting in parents parking dangerously, sometimes on double yellow lines.
