We Inhabitants of the southern poviats of the Mazowieckie voivodship call on the authorities of Centralny Port Komunikacyjny Sp. z o . o . i.e. a State Treasury company established under art. 11 of the Act of May 10, 2018 on the Central Communication Port (Journal of Laws 2018/1089) to cease operations aiming to build a mega airport in the following counties of Warsaw West, Grodziski, Pruszkowski, Żyrardowski, Piaseczyński, and Sochaczewski.

We strongly and unanimously protest against the planned construction of a mega airport, the so-called An air hub with a capacity of up to 100 million passengers per year . So it's the number of passengers that all airports in Poland together service. The planned investment poses health hazards for the inhabited population, i.e. air noise from aircraft - airplanes on the apron but above all taking off and landing, i.e. approaching landing at low altitudes. The radius of impact of the airport of this capacity is about 50 kilometers. In addition, harmful gases, exhaust fumes emitted by aircraft - airplanes and hot air megatons that will promote the formation of so-called caps - a layer of hot air that maintains smog and does not allow it to disperse. About 700,000 people live in the above-mentioned poviats together with their families with whom no public consultations about mega airport were conducted.

The size and type of impact of CPK investments is directly related to catastrophic effects on the natural environment and health of the residents of all poviats, including adjacent cities such as Grodzisk Mazowiecki, Milanówek, Pruszków, Brwinów, Ożarów Mazowiecki, Błonie, Mszczonów, Tarczyn, Sochaczew, Podkowa Leśna and others and all villages not mentioned under the influence.

The fact that Centralny Port Komunikacyjny Sp. z o. o. and the originators of the government, the Prime Minister of the Republic of Poland, the Sejm of the Republic of Poland, did not carry out any referendum on the design and construction of the poviats listed above. There were also no public consultations with 700 thousand people living in the southern poviats of the province. Warsaw which will be under the direct influence of the planned mega CPK airport. Such action is not in accordance with the Constitution and the basic principles of social coexistence, and conventions in force in the European Union such as:

These deficiencies and the lack of a consistent aviation noise protection program constitute a flagrant failure to comply with Directive 2002/49 / EC (Environmental Noise Directive - END) of the European Parliament and Council of Europe of 25 June 2002 regarding noise assessment and management in environment.

 Activities aimed at displacing the local population for the amounts imposed from above by Centralny Port Komunikacyjny Sp. z o. o. and the so-called spec act that is not in accordance with European Union law is a blatant attempt to take property and land from local people.

The process, legislation on the adoption of the Act of 10 May 2018 on the Central Communications Port was carried out without public consultations about mega airport in municipalities affected by the investment, e.g. by aircraft traffic on low altitiude on the way to landing and taking off from a mega airport. It is also a violation of the provisions of the Aarhus Convention.

We urge the Government of the Republic of Poland to withdraw from the construction and continue the project and investment plan in the southern Warsaw poviats due to the harmfulness to the environment and health and life of our community.

In the current winter season of 2019/2020 permissible standards of PM dust pollution in the Mazowieckie voivodship have reached values ​​exceeding 1300%. for PM 2.5 340 ug / m3 and 518 ug / m3 for PM 10.
