We, the undersigned citizens of the United States, petition Congress, the Department of Justice, and all other appropriate constitutional and law-enforcement authorities to immediately investigate President Donald J. Trump for conduct that we believe may constitute serious violations of federal law, abuse of presidential power, violations of the Constitution, and betrayal of the president's duty to protect the United States and its citizens.
No president is above the law. The presidency does not confer unlimited authority, nor should political office prevent investigation when evidence raises reasonable questions about criminal or unconstitutional conduct.
Among the matters requiring immediate investigation are:
-
Statements concerning attacks on American cities. President Trump publicly stated that Iran could “take out” Los Angeles and San Diego. A president's fundamental responsibility is to protect the United States and its people. We demand examination of these statements, their context, and whether they were connected to any actual national-security policy, military planning, threat, or withholding of protection from American citizens.
-
Threats to the constitutional election process. Any proposal to suspend, cancel, postpone, interfere with, or prevent legally required congressional elections through martial law, military authority, emergency powers, or executive action must be investigated immediately. The American people have a constitutional right to choose their representatives through lawful elections.
-
Unauthorized military action. President Trump initiated major military hostilities involving Iran without first obtaining specific authorization from Congress. Because the Constitution gives Congress the power to declare war and federal law places limits on prolonged unauthorized military action, we demand a complete congressional and legal review of the administration's actions and its compliance with the War Powers Resolution and the Constitution.
-
Use of government power and public money in connection with elections. The administration has distributed government-funded rebate checks shortly before the 2026 midterm elections, while President Trump has also publicly proposed substantial payments conditioned on Republicans gaining congressional power. We request investigation into whether any government expenditure, promise of payment, federal program, advertisement, or other public resource has been improperly used to influence an election or provide partisan political benefit.
-
Clemency for individuals convicted of serious drug offenses. President Trump has granted clemency to numerous individuals convicted of or accused of major drug-related crimes, including individuals involved in large-scale narcotics trafficking. While the Constitution gives the president broad pardon authority, the extraordinary pattern and circumstances surrounding these grants warrant public scrutiny, disclosure of the process used, and investigation of any possible conflicts of interest, improper influence, favoritism, or quid pro quo.
-
Classified and national-security information at Mar-a-Lago. Highly sensitive government and classified records were recovered from President Trump's Mar-a-Lago property after he left office. The criminal proceeding arising from the matter ended without a trial on the underlying allegations. We call for preservation and lawful disclosure of all available evidence concerning how these records were stored, who had access to them, whether any unauthorized person saw or received information from them, and whether American intelligence sources or national security were compromised.
-
Disclosure of sensitive intelligence to Russian officials and possible additional disclosures. During President Trump's first administration, it was reported that he disclosed highly classified intelligence supplied by an intelligence partner during a meeting with senior Russian officials. We request a comprehensive investigation of that incident and any other occasions on which classified or restricted United States or allied intelligence may have been provided to Russian officials or other unauthorized recipients.
-
Investigation of possible transmission or sale of national-security information. We specifically request that investigators determine whether President Trump, his employees, associates, intermediaries, businesses, or representatives ever transmitted, exchanged, disclosed, promised, or sold classified or sensitive national-security information to Russia, Russian representatives, foreign governments, foreign nationals, or private entities. This petition does not presume the answer; it demands that the question be investigated using evidence, records, communications, financial transactions, witness testimony, and intelligence information.
We are not asking that accusations substitute for evidence. We are asking that political power never substitute for accountability.
We therefore call upon Congress and appropriate law-enforcement authorities to:
-
Preserve all records and evidence relevant to these matters.
-
Conduct public congressional hearings wherever national-security restrictions permit.
-
Appoint or authorize investigators sufficiently independent to examine possible wrongdoing without political interference.
-
Subpoena relevant communications, financial records, intelligence records, witnesses, and government documents where legally appropriate.
-
Determine whether articles of impeachment, removal from office, criminal referral, prosecution, or other constitutional remedies are warranted by the evidence.
-
If investigators establish probable cause for criminal offenses and arrest is legally authorized, pursue the same lawful criminal process that would apply to any other person.
-
Publicly report the findings to the American people to the fullest extent permitted by national-security law.
The Constitution does not provide one system of justice for ordinary Americans and another for a president.
We demand evidence, investigation, transparency, and lawful accountability.
No individual—including the President of the United States—is above the law.
