✍️ Sign the Petition: Stop the Noise Hazard at Horizons 101 Cebu - Protect Our Right to Peaceful Living

We, the residents and owners of Horizons 101 Cebu Condominiums on General Maxilom Avenue, Cebu City, Philippines, call for immediate action to stop the persistent and excessive noise from nearby transient-oriented establishments.

For several years, our community has endured amplified music, loud singing, and microphone use continuing until 4:00 AM every night of the week, all year round. This is not normal, nor is it acceptable in a mixed-use zone where residential rights must be respected.

Despite repeated complaints to Barangay Cogon Ramos, the issue remains unresolved. Officials have cited commercial zoning as justification, but zoning does not override our legal right to peaceful enjoyment of our homes.

⚖️ Our Rights Are Protected Under:
- Civil Code of the Philippines (Articles 694–707) – defining nuisance regardless of zoning
- Presidential Decree 856 (Code on Sanitation) – regulating environmental noise
- DENR Noise Standards – limiting nighttime decibel levels in residential zones

😞 How This Affects Us:
The noise interferes with sleep, rest, recovery, conversation, and mental well-being. Residents of both Towers are affected. We cannot continue living under these conditions.

📣 What We’re Asking For:
We urge Barangay Cogon Ramos, Cebu City Hall, and all relevant authorities to:
- Enforce nighttime noise limits under applicable laws
- Investigate and act on violations of nuisance and environmental regulations
- Provide updates to residents on actions taken
If these venues continue to operate in breach of the law, we request that they be ordered to cease operations or relocate.
