A PETITION TO REMOVE Cllr ROSE NKABINDE AS A GOVAN MBEKI MANUNICIPALITY WARD COUNCILOR

Reasons for this Petition:

Councilor Rose has demonstrably failed to fulfill her duties and has acted in a manner that is detrimental to the interests of the community and the municipality. Her actions violate the Municipal Structures Act, the Municipal Systems Act, and the GMM's own stated objectives.  

1. Undermining GMM Strategic Objectives:

Strategic Objective 1: To ENHANCE REVENUE & SECURE FINANCIAL SUSTAINABILITY:

*Cllr Rose's alleged corrupt hiring practices, including nepotism and the "raffle" system, directly compromise the municipality's financial integrity.

* She has systematically silenced ward committee members who dare to question her actions, using her authority to hire and fire them at will

*Her inability to interpret the GMM Financial Report summary suggests a lack of understanding of financial matters, hindering effective financial oversight.

Strategic Objective 2: To PROVIDE SUSTAINABLE SERVICES, OPTIMISE OPERATIONS AND IMPROVE CUSTOMER CARE:

*Her consistent failure to address service delivery complaints (e.g., illegal connections, lack of information on Smart Meters) demonstrates a blatant disregard for residents' needs.

*Her lack of responsiveness and failure to provide feedback on reported issues severely impacts customer care.

Strategic Objective 3: TO FACILITATE AND CREATE AN ENABLING ENVIROMENT FOR DIVERSIFIED LOCAL DEVELOPMENT, SOCIAL COHESION AND JOB CREATION:

*Her alleged corrupt hiring practices obstruct fair economic opportunities and hinder job creation.

*Her failure to act on illegal business operations, also harms local economic development.
*Her actions are creating social division, and not social cohesion.

Strategic Objective 4: TO ENHANCE THE CAPACITY OF HUMAN CAPITAL AND DELIVER INSTITUTIONAL TRANSFORMATION:

*Her alleged nepotism and unlawful hiring practices undermine the principle of merit-based employment and hinder institutional transformation.

Strategic Objective 5: TO DEVELOP SPATIALLY INTEGRATED, SAFE COMMUNITIES AND A PROTECTED ENVIROMENT:

*Her failure to address illegal connections and other service delivery issues compromises the safety and well-being of the community.
*Her lack of action on illegal dumping reports harms the environment.

Strategic Objective 6: TO PROMOTE GOOD CORPORATE GOVERNANCE AND EFFECTIVE STAKEHOLDER ENGAGEMENT:

*Her refusal to hold regular ward meetings and her dismissal of community input demonstrate a lack of commitment to good governance and stakeholder engagement.

*Her statement that she prioritizes municipal officials over residents further highlights this disregard.

2.Violating GMM Vision and Mission: Cllr Rose's actions directly contradict the GMM's vision and mission statements-

PROVIDE SUSTAINABLE, QUALITY SERVICES:

*She has consistently failed to address service delivery issues, depriving residents of essential services.

PROVIDING A SAFE AND SECURED ENVIRONMENT:

*Her inaction on illegal connections and other safety concerns compromises the security of the community.

*She has repeatedly ignored safety concerns, including instances of fallen electric poles over people's houses and overflowing drains. Her senior colleagues often had to come to her rescue.

*We are always assisted by a counselor from another wards. That is where we report issues and receive help, relevant information and announcements.

*Enabling diversified local economic development and job creation: Her alleged corrupt hiring practices and lack of action on illegal business operations obstruct economic development.

*Ensuring the financial sustainability of the Municipality:

*Her alleged corrupt practices and lack of financial understanding undermine the municipality's financial stability.

Working together with our stakeholders:

*She has consistently ignored community concerns and failed to engage with residents effectively.

ENSURING SOUND CORPORATE GOVERNANCE:

*Her actions demonstrate a clear lack of commitment to good governance principles.  

3. SPECIFIC INSTANCES OF MISCONDUCT AND NEGLECT:

*Consistent failure to respond to community concerns and service delivery complaints.

*Lack of transparency and communication regarding important matters (e.g., Smart Meters).

*Allegations of nepotism and unlawful hiring practices, including the "raffle" system.

*Failure to convene regular ward committee meetings.

*Inability to handle disputes and provide feedback on raised issues.

*Disregard for community input and imposition of her own agenda at ward meetings.

*Statement that she prioritizes municipal officials over residents.

*Inability to interpret the GMM financial report.

*Failure to act on reports of illegal connections.

*Failure to act on reports of illegal dumping.

*Community having to bypass her to deliver memorandum of core issues.

Cllr Rose's actions have created a climate of distrust and have severely compromised the ability of the GMM to fulfill its mandate. Her removal is essential to restore effective governance and ensure that the needs of the community are met.

Call to Action:  

We demand that the Speaker of the Govan Mbeki Municipality Council immediately investigate these allegations and take the necessary steps to remove Councilor Rose from her position.

We are prepared to escalate this matter to all relevant authorities should our concerns continue to be ignored.

We, the undersigned, hereby support this petition for the removal of Councilor Rose. Rose's actions have created a climate of distrust and have severely compromised the ability of the GMM to fulfill its mandate. Her removal is essential to restore effective governance and ensure that the needs of the community are met.
