Petition for Service Delivery, Public Safety, and Environmental Improvements in Bluewater Bay, Gqeberha

Subject: Urgent Action Required to Address Public Safety, Infrastructure, Environmental, and Service Delivery Concerns in Bluewater Bay

We, the undersigned residents and stakeholders of Bluewater Bay, respectfully submit this petition requesting urgent intervention regarding several longstanding issues affecting the safety, health, wellbeing, and quality of life of our community.

Background

Over the past few years the residents of Bluewater Bay continue to experience increasing challenges relating to crime, deteriorating infrastructure, environmental hazards, and inadequate municipal services. These issues have had a significant impact on public safety, property values, and the overall wellbeing of our community.

We therefore call upon your office  to take immediate action on the following matters:

Our Demands

1. Illegal Structures on Municipal Land

• Investigate and address the construction of illegal structures on municipal land between Bluewater Bay and Wells Estate.
• Enforce applicable municipal by-laws and land-use regulations and stop this encroachment with immediate effect
• Your response with the regard to this matter is of utmost importance and expected within 14 days with clear indication as to how you stop this as failure o do so would force the residents to seek legal recourse.

2. Crime Prevention and Community Safety

• Increase visible policing throughout Bluewater Bay.
• Implement regular patrols by Metro Police and SAPS.
• Establish coordinated crime prevention operations in identified hotspot areas.

3. Installation of High-Mast Lighting and Surveillance Cameras

• Install high-mast lights in strategic locations throughout Bluewater Bay.
• Install surveillance cameras in crime-prone areas to assist with crime prevention and law enforcement.

4. Clearing of Shrubs, Bushes, and Weeds

• Remove overgrown shrubs, weeds, vegetation  and cleaning of any public spaces that provide cover for criminal activity inclusive of the Aloe Hiking Trail.
• Implement a regular maintenance programme to keep public spaces clear and safe.

5. Favourable Credit Control Measures

• Review and implement a compassionate credit control policy for pensioners and retrenched residents facing financial hardship.
• Consider payment arrangements and relief measures for qualifying households.

6. Repair of Roads and Potholes

• Conduct an assessment of roads throughout Bluewater Bay.
• Repair and seal potholes that pose risks to motorists, cyclists, and pedestrians.

7. Waste Management Transfer Site

• Investigate conditions at the waste management transfer site.
• Address health and environmental concerns associated with the facility.
• Increase security measures to prevent criminal activity occurring at or around the site.

8. Incomplete and Abandoned Houses

• Identify incomplete and abandoned residential structures.
• Enforce compliance measures and secure properties that have become havens for criminal activity.

9. Separation of Electricity Supply Infrastructure

• Investigate the feasibility of separating the electricity supply systems serving Bluewater Bay and Wells Estate as some regular, consistent ratepayers and therefore compromising them is not an option.
• Provide residents with feedback regarding potential benefits and implementation plans.

10. Stray Animal Control

• Deploy Environmental Health and Animal Control officials to address stray animals roaming in Bluewater Bay.
• Implement humane and sustainable animal management measures.

11. Monitoring of Heavy-Duty Trucks

• Increase monitoring and enforcement relating to heavy-duty trucks travelling through residential areas.
• Restrict the use of residential roads by heavy vehicles where appropriate.
• Enforce weight limits and traffic regulations to protect residents and infrastructure.

Request for Action

We respectfully request that the Nelson Mandela Bay Metropolitan Municipality and all relevant authorities:

1. Acknowledge receipt of this petition.
2. Engage with community representatives.
3. Develop an action plan with clear timelines.
4. Provide regular feedback to residents regarding progress made on these matters.

The residents of Bluewater Bay believe that these interventions are necessary to improve public safety, environmental health, municipal service delivery, and the quality of life of all community members.
