PETITION FOR IMMEDIATE REPAIR AND REINSTALLATION OF FIBRE OPTIC CABLE

We, the undersigned residents of Cove Rock Estate, formally submit this petition regarding the ongoing fibre outage affecting our community.
Background
A technician has confirmed that the current fibre outage cannot be repaired due to the cable being damaged at a construction site.
It has been brought to our attention that the original fibre installation was not done according to correct standards, with the cable buried at an estimated depth of only ±100mm, instead of the recommended 400mm or deeper for safe and compliant installation.
Vodacom has stated they will not repair the line until cement work at the construction site is complete, and no temporary/alternative solution has been offered to restore connectivity for residents.
Our Concerns
The shallow installation has made the line extremely vulnerable to accidental damage.
The prolonged outage is affecting residents’ ability to work from home, run businesses, access education, and use essential online services.
The refusal to repair or provide alternatives is unreasonable given that the installation fault lies with the original contractor or service provider, not the residents.
Residents are paying for services that we are currently not receiving.
Our Demands
We respectfully request the following:
1. Immediate repair of the damaged fibre infrastructure to restore connectivity to residents.
2. Full reinstatement of the fibre line to the proper installation depth of 400mm+, in compliance with industry standards.
3. Temporary alternative solutions, such as backup routers or mobile data support, until permanent repairs are completed.
4. A clear timeline and written plan on how and when the situation will be resolved.
5. An internal investigation into the improper installation and measures to prevent this issue from happening again.
