On the subject of the ancient Liberty's of London and thus road charges... People wouldn't be attacked on those roads. And also they were not tolled. There was no charges to the road user. Because they were privileged. Like for example Ireland to London. The upkeep came from the actual tax on the people of the surrounding areas. They paid for the roads. Not the road user. Because they benefited from the trade. This is how the four great road operated and they were also safe to travel on. This is where the London Liberties come from because it is on that route to Dover. Watlington Street and the Erminge Street. The very first law that William the conqueror did grant well before any others was the Liberties of the city of London. Kept from the laws of Edward the Confessor.
