EXTEND PHEV EXEMPTION FOR NY/LIE HOV LANE

 

To: Governor Kathy Hochul and the New York State Department of Transportation

 

We, the undersigned, urge New York State to extend the HOV lane exemption for plug-in hybrid electric vehicles (PHEVs) beyond its planned expiration on September 30, 2025.

 

Why this matters:

Time is our most valuable resource. The HOV lane saves PHEV drivers critical hours each week — hours that can be spent with family, focused on health, or contributing productively at work. Without this access, daily commutes on routes like the Long Island Expressway could increase from under an hour to 90 minutes or more each way.

 

Removing the exemption will push thousands of PHEVs back into already congested lanes, worsening traffic for everyone and undermining New York’s efforts to promote cleaner, more efficient vehicles.

 

🌱 Environmental impact:

PHEVs help reduce emissions and encourage drivers to transition to electric and hybrid technologies. Disincentivizing these vehicles now sends the wrong message at a critical time for our climate and air quality goals.

More time stuck in traffic means less time for what truly matters — family, mental and physical well-being, and the work that keeps our communities strong.

 

We call on New York State to support cleaner transportation and protect our most precious resource — time — by extending the HOV lane exemption for PHEVs.
