If it wasn't a financial decision, which the council have admitted it wasn't (as Gisborne Herald reported they were 'very close') then I don't believe the two additional benefits reported were enough of an incentive to give it to the other company. In my opinion it would have been good to offer Comet the opportunity to look at feasibility of providing these 2 benefits. I think the full immersion te reo lessons would be very feasible for Comet. The other benefit '80 free yearly lessons for kids in need' harder but maybe Eastland Community Trust could have come to an agreement on providing some funding for this?

The reasons the council give for awarding the contract to a large Australian company are spurious. They appear to have won on the back of some good spin doctoring. Comet has been supporting Gisborne whanau and schools for decades, fees are very reasonable, the programme effective and the culture supportive for all tamarki. Profit going offshore and a cultural mismatch does not make sense.
