PEOPLE TO BE CHARGED FOR THE KILL OF CATS.

I strongly believe that people who purposely kill cats or the intent to kill should receive punishment, if you kill a dog you get charged, if you kill a human you also get a charge so why is this different for a cat? This is not the first time I've lost a cat due to been hit by a car, i lost one a few year ago too and there was clear evidence of the vehicle directly aiming for him, and then striking him, the driver recieved no charge! This isn't fair, it's still animal cruelty.
Change doesn't happen by staying silent.
