International Petition for the Defense of Portuguese Humanitarian Missions

Excelência,
Na noite de 8 de setembro de 2025, um navio com bandeira portuguesa, integrado numa flotilha humanitária para Gaza, foi atingido por um drone israelita. Este ataque não visou apenas um navio civil em missão de ajuda — foi também um ataque simbólico contra Portugal: contra a sua bandeira, a sua soberania e o seu direito de agir em defesa da vida.Enquanto cidadãos e cidadãs portugueses, sentimo-nos atacados como povo. Atingir um navio português é atingir Portugal e cada um de nós.Enquanto cidadãos da Europa e do mundo, manifestamos a nossa solidariedade para com o povo português. Um ataque contra um navio português é também um ataque contra todos os que defendem a dignidade humana, a justiça e a proteção das missões humanitárias.
O Direito Internacional Humanitário, através das Convenções de Genebra (1949) e do Protocolo Adicional I (1977), protege missões humanitárias e bens civis contra ataques militares. O Estatuto de Roma do Tribunal Penal Internacional (art. 8) define como crimes de guerra tanto os ataques contra civis como a obstrução deliberada de ajuda essencial à sobrevivência da população.
A Convenção do Genocídio (1948) obriga todos os Estados, incluindo Portugal, a não serem cúmplices de atos que possam constituir genocídio.Perante este ataque exigimos:
- Que condene publicamente o ato e exija responsabilização internacional;Que garanta a proteção de todos os cidadãos portugueses envolvidos em missões humanitárias;
- Que Portugal não seja cúmplice de crimes de guerra ou genocídio, recusando qualquer apoio, direto ou indireto, a tais práticas;
- Que apoie firmemente os mecanismos internacionais de justiça — o Tribunal Penal Internacional e o Tribunal Internacional de Justiça — que investigam estes crimes.
A Constituição da República Portuguesa coloca a dignidade da pessoa humana, a paz e o respeito pelo direito internacional como valores supremos. Proteger os cidadãos portugueses e as suas missões humanitárias é, ao mesmo tempo, proteger Portugal, a sua honra coletiva e os valores universais que partilhamos como comunidade internacional.

Your Excellency,
On the night of September 8, 2025, a ship flying the Portuguese flag, part of a humanitarian flotilla to Gaza, was struck by an Israeli drone. This attack was not only an assault on a civilian vessel engaged in a humanitarian mission — it was also a symbolic attack against Portugal itself: against its flag, its sovereignty, and its right to act in defense of human life.As Portuguese citizens, we feel attacked as a people. To strike a Portuguese ship is to strike Portugal and each one of us.As citizens of Europe and the wider world, we express our solidarity with the Portuguese people. An attack on a Portuguese ship is also an attack on all who defend human dignity, justice, and the protection of humanitarian missions.International Humanitarian Law, through the Geneva Conventions (1949) and Additional Protocol I (1977), protects humanitarian missions and civilian assets from military assault. The Rome Statute of the International Criminal Court (art. 8) defines as war crimes both attacks on civilians and the deliberate obstruction of essential humanitarian aid. The Genocide Convention (1948) obliges all states, including Portugal, not to be complicit in acts that may constitute genocide.
In light of this attack we demand:
- That you publicly condemn this act and demand international accountability;That you guarantee the protection of all Portuguese citizens engaged in humanitarian missions;
- That Portugal firmly refuse to be complicit in war crimes or genocide, denying all direct or indirect support to such practices;That Portugal actively support international justice mechanisms — the International Criminal Court and the International Court of Justice — in their investigations of these crimes.
The Constitution of the Portuguese Republic places human dignity, peace, and respect for international law at its highest values.
