Because having a passport should not be contingent on if the individual owes taxes,there should be other ways a government can collect taxes rather than withhold a passport from a citizen.

Has nothing to do with highways; Will not raise significant revenue; Assumes guilt and applies penalty w/o proof and judgement; is a measure borrowed from Nazi Germany and Stalinist Russia.
