Because pilgrims life is in danger and authorities of Arabestan is responsible for all dead pilgrims and their deterioratd families. If the Government of Arabestan isn't capable of managing hajj issues, should give it up, to others who take enogh care about people's life in first place and especially those who want to do their religious job.
