Our battle to Save Longridge continues with objections to the planning application for Taylor Wimpey at Dilworth Hill which need to be in with Ribble Valley BC by THIS FRIDAY - 20TH JULY - this can be done either by email.

We are presenting our on-line petition to RVBC this evening and the more objections we can raise to support the petition the better chance we stand of success.

I wish to register my objections with regard to the above mentioned proposed development of the site known as Dilworth Hill, Longridge – my specific objections being listed below:


Application does not conform with the  Ribble Valley Development Plan or Core Strategy


The proposal does not conform with the RV Core Strategy or Development Plan which has been through a public examination by a government inspector who has advised changes which the Council have adopted. The site is too large in the wrong place and on land unsuitable for Longridge housing .


It extends the Settlement Boundary


The site is adjacent to farmland and unnecessarily extends the Longridge settlement boundary but leaves undeveloped land adjacent because there are development restrictions upon it by covenant .


This is a Strategic Site and in conflict with the Core Strategy


This is probably the first of a two phase plan to build a minimum of 220 homes on the site identified by the developers in their representations to the public examination to planning officers and in their public consultations. The Core Strategy identifies one major strategic site in the plan at Standen Estate Clitheroe, this is the centre piece of the Core Strategy. A further strategic site has now obtained planning consent at Barrowlands, Barrow . The RV does not need a further strategic site rendering contrary to the Core Strategy.

Application is Premature


Taylor Wimpey proposal will take a minimum of 220 on the full site of the 681 homes proposed by Core Strategy for Longridge over the next 14 years - the plan to 2028. This application is premature and is only being made by Taylor Wimpey at this stage to get ahead of competitors. If Taylor Wimpey Barratts and Millers have their way there will be built in the  Longridge section of the Ribble Valley over 1200 homes nearly twice the figure now required by the Core Strategy .This will exclude all other developers including those focusing on the local special needs of the town.


Ribble Valley has a 5 year Land Supply


It is suggested by Taylor Wimpey that the Ribble Valley does not have a 5 year land supply and so they are assisting the local authority to meet a shortfall . The Ribble Valley Borough Council already has a 5 year land supply of development land and at this moment does not require this strategic site.


Application not sustainable as it does not consider housing granted planning consent  in the Preston part of Longridge .


To date 430 homes have been approved in the area of Longridge in the City of Preston, all before Taylor Wimpey’s application has been considered. We calculate about 530 homes are planned or approved for  the Preston side of Longridge and meet the needs of the town. Longridge is a service centre in both the Core Strategies of Preston and Ribble Valley for the villages that surround it .The Core Strategy of the Ribble Valley includes an adjustment of a reduction of 200, this has now been exceeded two fold and should be a factor on prematurity considered in this application.


Taylor Wimpey are land banking in the area




This developer has been granted permission to build 650 new homes in Whittingham but to date have not started.


The site will create traffic congestion on the Highways


The application makes no provision for road improvement and will ultimately mean an increase of 500 cars a day on Dilworth Lane which will have to use the road to travel to the main employment  , shopping, service areas and Preston. No road improvements are to be funded by the developers.




The Site is inadequately drained


This is a very poorly drained site aggravated by Rowlands development in Cromwell fields known locally as the Dilworth triangle. .


No infrastructure improvements proposed  on such a large site

Taylor Wimpey make no provision for infrastructure improvements in their proposal , schools , health centres roads or job creation

The position of the site has a major  environmental impact

Positioned on Dilworth Hill in fields adjacent to the tree lined Dilworth Lane on the edge of Longridge in greenfields the site imposes on the site line from Higher Road and extends the town unnecessarily into the countryside and green fields.

Need for these homes not shown locally

The Ribble Valley Borough Housing survey does not support demand for this number of homes or the types proposed .The survey shows a demand for bungalows for the elderly flats and homes for rent not just family homes .The application should be more diverse in type of home proposed.It does not include flats for young people or adapted accommodation for the retired. The applicant states that the proposed development will include affordable housing – I do not believe these homes could be considered to be affordable based on the typical local house prices.

Taylor Wimpey trying to avoid Neighbourhood Plan and RV  Core Strategy

This site was nominated by the owners for inclusion in the Strategic Housing and Land Allocation Assessment but has not been subject to the site selection process involving public consultation .The application is an attempt to avoid both the Longridge Neighbourhood Plan and the Ribble Valley Core Strategy.

In conclusion I would be grateful if the council would take our objections into consideration when deciding this application.
