Petition to Bolton Council to undertake a new consultation regarding proposed change of use to Westhoughton Town Hall

Funding designed to be spent on regenerating areas of Westhoughton including The Town Hall has been managed by A Steering Group set up back in 2019, pre Covid. 
The steering group is not representative of the local demographic population and has made decision based on a flawed consultation process which took place for less than 4 weeks between End of Jan and Feb 2020. 
The consultation had a very low participation rate due to many factors including national fears about Covid and impending lock downs, 3 huge storms during that period, and poor management of publicity. 
The outcomes of this fundamentally flawed process have resulted in plans to change use of Westhoughton Town Hall to largely private business rental including 2 restaurants and a cafe. No council services will be available, the library will be reduced by 50% and community use is under threat, affecting 30 previous groups. 
it also appears that initial discussions with chosen providers have taken place, discussions that will further influence the remodelling of our Town Hall. 
Our campaign group will challenge these proposals and the whole consultation procedures and legality.
